If i put a militant faith timeless jewel in the cluster jewel slot next to frenzied faith i can get inner conviction twice. My question is will it stack and will i get 6% spell damage per power charge instead of the standard 3%.

No, you either have a Keystone or you don't. Having it more than once is the same as having it once.
