Constant Latency spikes from 20-20000

Been experiencing a lot of latency issues over the last few months and not really sure what's going on. Every time I call my ISP they tell me things are fine on their end but I'm not sure that's the case.

I'm going to paste the results from my most recent WinMTR, hopefully this make sense to some more versed eyes. I'm not really sure what I'm looking at.

You have 14% !!!!! packet loss between the router/modem in your home and your ISP's network node "out in the road" -->

Try this --->
1. Make sure your router/modem is usig latest firmware.
2. Turn it off for 30+ minutes and then on again.

If that doesn't solve the issue then please contact your ISP and get this fixed.
