Bug? Quiver frenzy charge on crit craft doesn't work with elemental overload

I tried putting increased global crit // 5% chance to gain a frenzy charge on critical strike on my quiver but it's not giving me any charges whatsoever when EO is allocated. If I take off EO it seems to work ok.

is this a bug?

My crit chance is 13% and I hit around 15 times per second..

Can someone else test it out pls

I have the exact same bug.
Very weird since we're still able to crit. Crits just dont deal extra damage.

GGG needs to fix that.
