Wilma's Requital interaction with Veil glove focus modifier not working fully?

My build uses Wilma's Requital and also the veil glove modifier "50% increased attack and cast speed while Focused" however looking at my attack speed it doesn't seem to be counting the 50% of the cast speed portion when I activate it. My build also runs haste and a lv 20 haste grants 24% to both attack and cast speed so it was easy to test if the Focus mod was working as intended as it would simply be twice as much as how much haste grants. When I looked at the attack speed of the skill initially with the haste aura on the number was 2.75. I then turned off the haste aura and then activated Focus with the gloves equipped and the number ended up being 2.73. The Focus should, at the very least, given me a number bigger than 2.75 but not even that happened. It's just strange that the mod on Wilma's Requital works for some mods and not others. Thanks and GL
