Spell Totem Support Doesn't Work

It's probably something obvious, but I've tried everything.
I've taken the same wand and gems to another character, works fine. I've tried a lvl 1 fireball, doesn't work. I've tried different wands, doesn't work. I've tried socketing it in my chest, doesn't work. I've tried buying a new spell totem support, doesn't work. I've removed nearly everything from my inventory and other slots, doesn't work.
