Cortex global modifiers doubled effect without keystone

I just bought and used a cortex map for maven witness, 5 modifiers and 5 synthesis modifiers, 10% quality, ilvl 84. For some reason all modifiers were doubled even when I hadn't allocated memento mori (never have). I have allocated many of the "2% increased effect of modifiers on your non-unique maps" but cortex is a unique map and those shouldn't have an effect. I used sacrifice fragments in map device. The only keystones I have allocated are Wrath of the cosmos and Growing hordes. I opened a Augmented Distant Memory synthesis map after that to see whats up, and the modifiers were normal. 126% more life and 80% physical dmg reduction made the fight quite a bit more difficult.
