The Chains that Bind - Gave a 4L chest

Hey,

I turned in a set of The Chains that Bind at character level 30.
I received a 4L chest item level 30.

I did not know this could happen. The cards litteraly says it will give me a 6 link chest.

If I am too low level to receive a 6L chest, the cards should be disabled to be able to turn in ...

I think this might be related to the reason orb of binding can't 4link lvl 1 items anymore. Is this inteted?

Ah yes, my first orb of binding I did also failed to 4 link.

I feel like I got scammed tho on the div cards.
