Scorch bypassing 100% elemental ailment avoidance

My character has over 100% chance to avoid elemental ailments: 50% from the Crystal Skin cluster, 20% from the Thick Skin cluster, and 34% from boots. But the Searing Exarch influence Eldritch Altar mod which gives the player "All damage from hits can scorch you" appears to be bypassing this immunity.
