Sanctum ilvl is a problem

Unlike pretty much all other league mechanics, the final fight of Sanctum is arbitrarily gated behind area level. This would be fine if there was a good way to determine and influence the Sanctum's level. When I was in Acts, it seemed to be equal to the level of the area I entered from, so I assumed that was the case. Apparently not though, as the Sanctum end fight I just entered from a T14 map came in at ilvl 79 and thus wasted my whole run. 32 maps is already far too many to build a new Sanctum, and making it possible to brick the whole thing due to hidden factors like this is completely unacceptable. First, this needs transparency. Second, if the calculation is based on something like an average of the zones over the whole run, it needs to be changed. 32 zones is a long, long time in the progression of a character. This sanctum started in white maps and now I'm rolling through reds. It is completely unreasonable to prevent a character who has become stronger from accessing the fight because they were weaker 30 maps ago. Tier the loot, gate whatever rewards are necessary so people can't just blitz T1s for the best drops, but preventing us from participating in the fight at all is not acceptable.

The ilvl is determined by the map tier you banked that slot at. So if you fought Lycia at 79, that means the T12 map you banked is the slot you used for Lycia.

Nope. None of these maps were banked, I was doing each room as it spawned and the last several maps were T14s.
Ahh interesting... That's super weird then. Maybe a bug?
