Can only hold charges while in belt. Refills as you kill monsters. i don´t know if it´s a bug or something like that but my knoledge told me that flask can only go up to 28% except 1 unique maybe?. 30% is the max, not 28.

Hillock level 4 craft is 28% flask quality.
AFAIK 29-30% quality flasks are only from the loot conversion that yields high-quality equipment. |

yes i guess this is correct.
I'm not a really experienced player, but this league some 30%-items dropped so far (from random rare monsters):
random nearly worthless stuff
Just do it! And keep it simple -
Things will become complicated by itself. |

Just got a 30% Divine Life Flask from a Heist so that's possible too.
