Failed to load item filter

hello, my game is creating folders with random names in it like this

C:\Program Files (x86)\Steam\steamapps\common\Path of Exile\Ⴐ࢞ɢ\My Games\Path of Exile
C:\Program Files (x86)\Steam\steamapps\common\Path of Exile\䳄扟翷\My Games\Path of Exile
C:\Program Files (x86)\Steam\steamapps\common\Path of Exile\ᬿ’\My Games\Path of Exile

and i cannot load any item filter because it give this error

Failed to load item Filter. Reason: Failed to open filter file:"᯿–g/My Games/Path of Exile/OnlineFilters/Zpp8nh4

i tried with a clean reinstall and also with steam version, having the same problem. Also all my game settings are reset everytime i open the game

my pc specs are:

Processor: 11th Gen Intel(R) Core(TM) i5-11400 @ 2.60GHz (12 CPUs), ~2.6GHz
Memory: 16384MB RAM
Card name: Radeon RX 580 Series
SSD: GIGABYTE NVMe SSD 256GB M.2 2280 PCI-Express 3.0 x4, NVMe 1.3

same problem here but Fixed it by doing this.
Go settings
Click Update and Secuirty
Click Windows security
Click Virus and Threat
Scroll down then press Manage ransomware protection
Then turn off "Controlled folder access"
