Stuck at 4 minimum power charge

playing hierophant and I have Conviction of Power for the +4 minimum power/endurance charge. I am unable to gain more power charges even though I have a max of 5. Also cant gain the Additional min charge form the Disciple of the Forbidden passive notable. Plz help.

Maybe I'm missing something, but I don't see anything granting you maximum power charges other than Conviction of Power, which brings you up to 4 maximum power charges?

Yes your right I only have 4 max..... oh I see, you have to increase your max before being able to have an additional min?
