Will the new skills be available in Ruthless?

Just wondering if the new skills will be available in Ruthless from the get go?

Ruthless is a new modifier like SSF and HC.

Frozen Legion looks like a skill that may be good even on a 1L in case you have a good weapon similar as the current unnerfed Spectral Helix.

Depends on the setup, Plague Bearer is fine on a 1L.

Frozen Legion, if used, is probably going to be 4 linked for burst damage on tanky rares.

Agree with both. I do think pb is a silly skill. It should be supportable and have a bonus drawback.

Frozen Legion is so curious, I'm glad CW said that was a taste of PoE2 skill design, I quite like it. I'm wondering if one line is to combo it with a 2 handed weapon and a vaal skill that gets charges like vaal ground slam or vaal cleave. Your vaal activations and Frozen Legion will each be cooldown skills on 6Links, very capable of AoE clear, and you'll have your main skill for Single Target.

Meaning?
Ruthless changes more than ssf or hc.

You can't buy skill gems in ruthless.
You don't get support gems as rewards.
Some vendor recipes are disabled/ different from non-ruthless.
You don't have a crafting bench.

So the question whether or not new skills will be available in Ruthless is valid - and has thankfully been answered.
