Withering step - unusable in its new state for its intented builds

Withering Step can no longer be used while already Elusive. This change shouldn't affect builds that don't have ways to gain Elusive outside of Withering Step.


Assassin builds that rely on defense from elusive and gain it from their ascendancy or boots can now not use a major damage buff for their buildsw. This is bad.

the gem
"
Removes any existing Elusive buff before applying both Elusive and a buff that grants Phasing. While you have this buff, monsters that enter an area around you will be Withered. Using a skill or losing the Elusive buff ends this skill's effects. Shares a cooldown with other Blink skills.


Problem:
if you have any other source of elusive you will never be able to use withering step
if you have withering step as your only source of elusive you cannot use any skill or you lose it, effectively rendering the gem useless for anything other than applying wither stacks, which can be done much easier with the wither gem and totems.


Suggestion:

Remove elusive from the gem entirely and increase the wither stacks it gives to strengthen its identity and keep it functional for the builds that actually use it.
