Bladestorm Bleed chance not 100%

Currently messing about with Bladestorm while leveling and I was under the impression that if you are in blood stance, the blood blades will have a 100% chance to bleed. However I noticed a couple of mobs running away from me, damaged, but not bleeding. So I continued to test and some of the times I would not inflict a bleed on the mobs with a blood blade.

I have checked my character sheet and it says I have a 75% chance to cause bleeding. I am not using a stance skill so there is no possibility that I could accidentally be in sand stance. So by default I am in blood stance. Path of building states I should have a 100% chance to cause bleeding due to be in blood stance by default.

If this has changed, then the tooltip needs updating as to 'cause bleeding' is a mis-leading. As you can see my 75% is coming from my skill tree and nothing to do with Bladestorm.

Active skills so no one can come back and moan I am using a stance skill.

Think I may have answered my own question. I am guessing the chance to bleed is not on the initial hit, and it would only be the lingering storm that has 100% chance to bleed. I have just noticed the mobs that are not bleeding are getting the initial hit and then running away from the storm.
