Beyond Atlas Passive Tree

Was just wondering if you need to roll beyond on your map or sextant in order for the monsters to spawn? I kind of feel like the beyond portal chance does nothing unless you roll beyond monsters on map first

Without map mod or sextant only Scent of Blood can spawn beyond (about every 10th map). Small passives beyond portal chance work on map with beyonds.
