Heist members not there

I do have 2 Chars at Level 93 and done all unique contracts (Quest + really uniques) the game offered me, except Death to Darnaw since i cannot run this without a member with Counter-Thaumaturgy.
But I am missing on nearly the half of my Heist staff.
I guess there went something wrong/missing while we were party playing in a 2 man group and all of those heist contract my partner opened.

Members i do have:
Isla, Karst, Huck & Tibbs

The others are missing, even though i can only find unique (real unique) contracts in maps (Heist state seems to be there).

What did I do wrong or how to fix this? Normally those heist memebers where there after the whole heist story arc, but now those are missing and I would need them for those challenges.

Heist members aren't unlocked by doing quest contracts. Heist members are unlocked by running regular contracts with the members you already have.

If I remember correctly, there are two unlock chains for members. I think Karst introduced you to Huck, and Huck introduces you to someone else, while Tibbs I think introduces you to Tullina?
