pretty sure that means that the contract requires at least a level 4 or 5 in that skill, but nenet currently only has 3

It needs lvl 3, but Nenet is too low lvl. Compare to Gianna.
I have a pretty good sense of humor. I'm not German.

Weird. I ran the contract with Nenet to level her up.

Has she got a +1 job levels accessory on? That might be why (guessing here)

I believe (based on my own Heist) that the red circle means (as Draegnarr notes) Nenet may have on a +1 to character level accessory, which means they can run the contract, just not at the "natural" level to do so.
When a Heist member cannot run the contract, they are greyed out. ~ Please separate the PoE1 and PoE2 forums.
