The Lion Divination card

Hello!
Ive done 112 runs of A6 Mud Flats for Dishonored Queen boss with highlevel character (after ~30 empty runs ive started to check every drop with alt key)
After ~hour of empty runs ive leveled another character to lvl 44 and equipped it with some quant gear (66% increased quantity)
Ive done 34 runs according to log file with new character, checked drop with alt key
Not a single card in 150 runs. Am I doing something wrong? Does that card still dropping there (it does according to poewiki)?

The drop rate penalty applies to divination cards, so with a character at level 68 or higher you already have a ~50% reduction on divination card drops in a lvl 46 area.

There are however multiple threads about The Lion in Mud Flats since 3.19 was release, stating the drop rate has been massively reduced. I've no idea if it's as intended or not.
