Content blocked via atlas passives still appearing in maps

I have blocked both metamorph and abyss via the atlas passive notables "Ethics Review" and "Loved by the Sun" (as well as breach and blight). Despite this I have since gotten a metamorph encounter, and later an abyss encounter in my own maps (not a Kirac mission, atlas memory, or lake of Kalandra).

You probably ran a map like that except it said contains an abyss or whatever.

One helpful thing to include for screenshots like this is the map info. When the overlay map is active, the map's mods can be displayed on the right side of the screen (may be hidden to save space during play though).

A common issue with the blocking passives is that they prevent the mechanic from randomly appearing, but do not stop the mechanic from appearing if the map has a modifier saying the area contains it. There are a few sources for this type of mod (for example: sextants, map implicits/enchants, fortune favours the brave).

Keep in mind that Courtyard, a map not on the atlas, has somehow been showing up this league. Since that map is not on the current atlas, it is not affected by atlas passives.

Yeah, in hindsight I definitely should have had map mods active (and unfortunately I can't get them anymore as the instance is now gone). That is my mistake, I've not really done much bug reporting and forget which information is important sometimes.

That being said: I have used no sextants this league, I have (barring a potential misclick, but even that wouldn't have been able to produce a metamorph encounter as that's not one of Kirac's mods this league to my knowledge) not once used fortune favours the brave this league, and while I do have "Shaping the Seas" allocated and can potentially get a map implicit that way, it was very recently allocated and unless my memory is failing me the 3% chance hasn't triggered yet.
