The new gem Lightning Conduit, does it scale with non-damaging ailments?

Hello, folks, hope you're all having a fun league, despite, well... all that's been going on.

I just wanted to ask something about the new gem mechanic.

The gem explicitly says it scale with SHOCK EFFECT, and the only other source of this modifier, except for passive tree and clusters, is Inpulsa's body armour...

However, I was wondering something: SHOCK === NON-DAMAGING AILMENT, so, IF I scale non-damaging ailments, do I scale the shock effect for the gem to scale in damage? Or does it work ONLY using the SHOCK EFFECT modifier?

I ask this bc there are more sources of non-damaging ailments in gear and passive tree/clusters than shock, which would mean more ways of 'upgrading' my character's damage.

Increased effect of non damaging ailments will boost the shock your other skills apply which in turn will boost its damage. Increased effect of lightning ailments will do the same thing for you.

The goal is to get enough shock effect (through stacking effect of non damaging ailments or lightning ailments) to consistently be applying 65% shock with your shocking skill of choice (orb of storms, storm brand etc).
