30% Chill From Cold Mastery Not Affected By Increased Ailment Effects

As per the title, the "Enemies become chilled as they unfreeze, causing 30% reduced action speed" from Cold Mastery doesn't seen to be affected by either increased non-damaging ailment or cold ailment effect nodes. Enemies still show a 30% chill effect after they unfreeze even with the nodes allocated.

30% is the max chill effect unless you increase through stuff like shaper of winter from elementalist. Its the same as trying to shock for more than 50% without something that increases the shock cap.
