Delve XP nerfed?

The archnemises mods last league were a disaster, IMHO. I usually play standard but instead didn't play last league because of the AN mods not being fixed in legacy league mechanics. I was excited to play the game I love again. Playing Delve it seems that the experience points have been nerfed? Didn't GGG mention that rare monsters were drastically reduced in some of the legacy league mechanics? Anyone else notice that Delve XP seems to be nerfed?
