Shocks lower than 15%, even with Shaper of Storms

Shaper of Storms reads: Shocks from your Hits always increase Damage taken by at least 15%.
I find with some testing that Archnemesis modifiers that reduce the effect of Lightning Ailments (Stormweaver, Electrocuting, Storm Strider, Storm Herald, and Mana Siphoner) reduce these "at least 15%" shocks down to 3% (in the case of 80% reductions). As written ("always"), this is a bug. This bug likely also applies to Chill with Shaper of Winter as well.
