Victario's Flight Flask Application

when Victario's Flight is used to apply quicksilver flasks to allies increased flask duration does not apply and they only receive a base version of the flask. I thought increased flask effect might not work (which it sadly does not and think is a missed opportunity) since it is on flasks applied to you however nowhere on increased flask duration does it specify on you, meaning it should apply to others just the same.

My undestanding is both effect and duration modifiers on flasks should apply to allies, like from
During flask effect stuff also should work (of the Hare).
