failed to connect to instance

I tried re-installing and also swapped from steam client to standalone and it doesn't help.

Also tried getting a new ssd card which is faster than my previous one.

This problem persists through computer upgrades.

So i guess it has to be some sort of connection fail which i can't identify because i have no clue how.

Please help me fix this issue.
