Unintentional (?) interaction between the new Ralakesh's Impatience and the Maven Belts

Ralakesh's Impatience gives you your Maximum Power, Frenzy, and Endurance charges as Minimum charges while stationary. As expected, this causes you to gain any of the three Maven belt charges. However, the boots only specify that you lose Power, Frenzy, and Endurance charges when you move, which means your Maven Belt charges will simply count down instead of being removed, with their timer refreshed any time you stand still again. Is this intentional?

2. this isn't a new interaction, its just happening at a different speed(instantly instead of over time)
