Withering Step and Withering Aura (Bane Occultist) mechanics non-functional.

Withering Step has a brief 1.5s animation showing green being applied to monsters briefly but that's only as you run through them.

The withered debuff appears to no longer be applied. Withering Presence passives don't appear to work (no animation), and the stated duration for withered is 4.4 seconds on withered debuff according to the withered step gem tooltip.

This core Occultist mechanic doesn't appear to be applying at all this league (significant silent nerf).

Edit: The withered stack count was previously displayed, but is now no longer displayed.

I tested this quickly with the Wither gem and the Withering Step gem.

Both appear to apply Wither, represented by a purple graphical effect around a monster; to me it looks similar to the sentinel buff effects, except purple and not bright.
