99% chance to freeze question

I'm trying to come up with my 3.19 build. My original thought was to use temp chains and hinder / maim / chill to create a disabler, but it seems like it won't provide much practical use.
My next attempt is to try 99% chance to freeze build. (divergent frostbite with 120% curse effect) My question is can I use lightning tendrils to freeze or will the individual damage be too low to freeze? My PoB says I will 300k dps, 50k average hit (96% cold damage) What is the normal monster life in T16 (approximately)? Last bumped on Jul 14, 2022, 1:37:21 PM

OK according to https://poedb.tw/us/Monster#MonsterStats
level 84 (T16) monster base life is 16k base monster life% modifiers of about 250% (e.g. chieftain) rare monster life modifier 100% so a rare monster would have about 80k hp so 50k hit damage should almost 1 shot rare monsters in T16s (ignoring resists, archnem mods etc), therefore they should be frozen when hit?? Can I ask why you aren't just doing 100% chance to freeze? That is pretty common anyway... I can't really understand what your angle is enough to give advice. What is the 99% about? Why are you only getting freeze from a curse? Lol
Your last concept I've actually played in the past and it is very fun, debuff stackers feel excellent and I used that type of character to farm corrupted 8 mod maps in HC for sweet $$$ (before map drops became common) |

OP: If you just aim for 100% crit chance and you do cold damage, you will have 100% chance to freeze (you wouldn't even need any freeze chance). If you also do lightning damage, you would also have 100% chance to shock.

Sorry the missing context is that I will be playing guardian and spending most of my skill points, ascendency points, and items on defense. Therefore investing in 100% crit chance is too expensive from passives (itemwise trypanon rules out using aegis aurora).
I can cheaply get 99% freeze chance from (blasphemy) divergent frostbite (45% freeze chance) amplified by three 40% increased frostbite effect nodes on a megalomaniac jewel. 45 *2.2 = 99% chance to freeze for the cost of 35% mana reservation and three passive points. |

" Yeah I last played a debuffer one or two leagues after bestiary with aspect of the spider and TC / enfeeble, but I believe that was before the big TC nerfs. I wasn't min maxxed on the slows back then, but I think I was getting a total of about 85% slow was funny wathing goatmen leap in slow motion in act 1, gravity having no effect on them as they stay airborn 5-6 times as long. |

I missed that quality on superior blasphemy will take freeze chance to 100%
