Chilling Presence chill percent?

I'm considering a build for 3.19 but I need to know what chill% chilling presence cluster notable applies. I can't find info on the wiki other than chill can be between 5 and 30%.
What is the chill% on chilling presence?

Also My concept is a disabler build, but I'm not 100% sure how these stack.

I will use:
1) temp chain (36% action speed slow)
2) Chilling presence (??% action speed slow)
3) aspect of the spider (hinder) (30% movement speed slow)
4) Flesh and stone (maim) (30% movement speed slow)

From what I gather on the wiki 1&2 stack additively, and 3&4 stack additively.

This should give a 41-66% action speed slow (depending on chilling presence) and a 76-86% overall movement speed slow.
Is this correct?

Then the build needs something to trigger the monsters to want to move (Ball lightning + hits cause monsters to flee, or decoy totem + increased aoe + multitotem, or lions roar?) Only decoy totem can work on unique monsters though.

I tried running chilling presence on an existing character. I couldn't tell whether it is doing any slowing at all...
Chilling Presence inflicts 10% Chill, like most non-damaging sources of Chill. You can improve the magnitude with chill (or non-damaging ailment) effect.

1 and 2 are multiplicative, 3 and 4 are additive.

So overall movement speed slow would be 1- ((1-0.36)*(1-0.10)*(1-(0.30 + 0.30)))
~77% slow
scaling temp chains gives the best boost.

21/23 gem gives 30% slow +0.5 curse effect per quality

doedres apathy gives 20% curse effect each
helm enchant gives 30% curse effect
level 6 enlighten gives 40% quality for 20% curse effect

150% curse effect of temp chains hits the cap

curse effect on temp chains has accelerating returns the last 10% is more effective than the first 10%
