Diviners Strongbox Chance Nodes

I feel these nodes are bugged I've ran over 2000 maps and ran into these strong boxes maybe 6 - 8 times. Shouldn't I at least run into one every 5 maps?

They have a very low spawn chance. 60% increased of small number is still not a high spawn chance.

Why would you encounter a Diviner's Strongbox at least every five maps? This is also largely dependant on your atlas tree and other extra strongbox sources such as scarabs. I'm getting Diviner's fairly often, but I'm also using strongbox scarabs, strongbox passives, Infused Ambush or Monstrous Treasure map device crafts when I have them etc.

Ahhh okay I thought it was a flat 60% chance. I was like wth is wrong with this thing.
