MTX - New Flare Character Effect

The flare effect seems to affect the combination of the belt effect (Belt of the deceiver) and the flare effect.
The last 6 screenshots show the same flare character effect that is affecting the character effect/belt effect in a different area. I've also tried to get a gauge on the range to which it affects the character effect/belt effect which is caused by another players flare character effect MTX. The second last and last screenshot shows a change from the Flare Character Effect to Celestial Character Effect. The red effect is only visible momentarily while the Character Effect transitions.
