mines not detonating

I've noticed that when I place more than 9-10 mines on the ground that a single press of detonate mines won't detonate all of them. If I place 12 then around 2-3 don't detonate unless I hit it again. Why is this?

EDIT: It was the 15% chance for mines to be detonated an additional time.
