Reap, Blood Charges, and Mines

When using Reap as a mine (supported by Blastchain Mine or High-Impact Mine), the player does not gain Blood Charges. This is expected, as the Blood Charge would go to the mine that has detonated and no longer exists. However, if you have Blood Charges from selfcasting Reap, killing an enemy with Reap from mines (after the debuff from the selfcasted Reap expires) causes the player to lose a Blood Charge. Is this intended?

Yeah, intended.

Gain a Blood Charge if this Skill Hits Enemies and none of them Die
Lose a Blood Charge when an Enemy Dies while affected by this Skill's Debuff

These two conditions work differently.

I tried to reply with an explaination but ended up realising I'm just lacking knowledge and understanding how they function to explain this properly.
