Screaming invitation + Sacrifice at Noon enables "witness" ui elements (1943915668)

I threw the quest item "Screaming Invitation" into the map device and had 7 remaining sacrifice at noon fragments in there. I noticed all the influence ui buttons were lit up. You can remove the fragments and they properly disable. You can re-enable them by adding these fragments back into the map device.

expected behavior: "The maven has no interest in this area" and buttons are disabled
