Trouble with Map Drops

I'm having some big trouble sustaining any T16 maps. Favourite or not.

--All 4 voidstones in
--12 favorite slots to one map (tried Cemetery, Beach, Crimson Temple, others)
--All 3 map wheels take on the tree in full
--Enough small passives to have 100% chance for maps to be 1 tier higher.
--Singular Focus.

I'm hardly getting any map drops. I can hardly sustain T16. Let alone my favorites. Am I doing something wrong? Some screenshots below of my setup. Never had this problem before.

I'm having similar problems. Something is terribly wrong with map drops this league. I was rolling in them last league with half the map investment as this league. Gilded Cart scarabs even and I maybe get 1 map per map if I'm lucky.
