Maven invitation for quest not dropping after completing 10 map bosses.

As the title suggests, I killed map bosses for the story quest (tier 14+). Once the counter reached 10/10, the counter disappeared but the quest remained. I killed another boss after that since I thought maybe it meant do one more boss for the item to drop. But now my counter on the atlas says 11/10 and the item has still not dropped. The quest is also still there.
