Anointment "sovereignty" does not work

So, i have realised, the amulet anointment called "sovereignty" does not gives the written "15% increased mana reservation efficiency of skills" or the "10% increased effect of non-curse auras from your skills". No changes whats so ever, equipped, or unequipped in stats/mana reservation etc...
