Anomalous Withering Step uncastable bug with Cast when Damage Taken

The superior version of Withering Step seems to be castable when linked with Cast when Damage Taken. However, using an Anomalous Withering Step disables the usage of the skill.

"Cast When Damage Taken" only supports gems with an equal or lower level requirement. Level 70 is not <= level 64.
