Cyclone not applying fortify in maps

i have a 50% hit chance (41% on evasive monsters) and i can not proc fortify on these monsters. lower level monsters sometimes apply fortify.

i am using a staff, femur of saints and fortify is an elder mod on my boots linking to fortify.

You arent doing enough damage + only hitting every other time means you wont gain stacks. You need to do sufficient damage to gain fortify now.

Fortify is no longer gained just for hitting.

Fortify can gain up to 20 stacks, and the number of stacks gained per hit depends on damage dealt relative to the monster's ailment threshold. If you're doing very little damage compared to the monster's health, you won't gain any fortify stacks.
