Do life and mana charge generation both apply to hybrid flasks?

So for example, everything else aside, if I take the flask mastery node "Life flasks gain 3 charges every 3 seconds / Mana flasks gain 1 charges every 3 seconds" do my hybrid flasks gain 1 or 2 charges every 3 seconds?

Hybrid flasks count as both mana and life flasks for all purposes as far as I am aware.

Your hybrid flasks would gain 2 charges from that because the modifiers are listed separately.

If it was listed as "life and mana flasks gain 1 charge every 3 seconds", the hybrid flasks would only get 1 charge because that is a single modifier that can only apply once.
