Swift affliction not working on my RF/works on Vaal RF

On my RF, swift affliction does not work, but on Vaal RF works. please check my account

Vaal RF has a duration tag.
RF does not have a duration tag, even from a Vaal RF gem. People have been running it with Lifetap support so that Swift Affliction will support it. |

why Efficacy-same tags-support,duration works and swift affliction does not ?

Life tap actually gives a buff that has a duration while efficacy just increase skill effect duration.

Swift affliction states it "Supports any skill that has a duration, or can hit enemies to inflict ailments on them." Vaal RF has a duration, RF does not; neither skill can hit enemies.
Efficacy states it "Supports any skill that deals damage or has a duration." Both Vaal RF and RF deal damage. |
