Divine Vessel doesn't consume map boss's soul

It returns empty after map. I ran it with Summit and Atoll maps and it did not work in both cases, although the atlas shows the improvement of the soul there. I tried this four times and always found an empty Vessel in the map device.

Divine Vessel is considered a Fragment. Deallocate the Atlas passive Stream of Consciousness.
