Have not been able to roll on Silver Flask

In almost 2,000 alteration orbs, I have not been able to roll any increase in effect mods:

Abecedarian's
Alchemist's
Dabbler's

In any other flask that I have tried: Quicksilver, Ruby and Granite, I have been able to roll these mods within 50 or so alteration orbs.

Is this a known bug?

i made hundreds of chaos in archnemesis just selling from a quad tab of flasks i just alterated every 3 days for 5c a piece.

just buy the flask yu need.

I don't think it can be rolled on silver flask. I tried few times and couldn't get it too.
I tried searching in trade, couldn't find it either.

But I'm not sure it's still relevant as we can still get the "reduced effect" mods on silver flask.

Dear GGG,

Was this an intentional change? If so, was it in a patch notes somewhere? Also, why did someone have to search on a non-GGG owned resource to find this info? Lastly, If this was intentional, may we please have it turned back on again and a note placed on the potion source that it cannot be improved (as the reddit post claims) by increased effect? My reasoning for turning it back on again is that all other mods may be increased on the flask.

Silver Flask is a ulitiy flask and should able to roll it

(unless the "no_effect_flask_mod" means it does not able to roll on Onslaught and phasing flasks)



Just i am really not sure the previous bug that mixed up the tier affect it. And the T1 mod Alchemist's need high ilvl, but should not affect Abecedarian's which is T3
