Heretic Flare, how to deal with it?

encountered this debuff twice today, once at Maven's invitation, and again at a tier 14 map boss, both time my shield dropped like a meteor. my flasks did nothing, nor did all my gears and auras.

Regen, pure phys damage reduction (not from armor). Or high damage for a quick kill
