About lightning skill gems for Rangers

I am unable to obtain lightning skills with rangers for some reason. There are no annotations in the game. Is my PoE file corrupt? Do I have a virus? or did PoE remove lightning skills as an elemental skill? Please help.

what does this mean? Do Lilly and other vendors not have any for sale?

Not all gems are available to all characters during the leveling process. This is by design.

By the time you get to Act 6 and finish the first quest there, you should be able to buy all buyable gems from Lilly Roth in town. Or, if you have Lilly Roth in your hideout, you can buy gems from her there.

Or do the Library quest in Act 3 and buy them there also.
