In terms of trigger order, I would recommend placing Summon Skeletons in your helmet instead.
Your recouped mana should cover your mana costs in the long run, but it is possible that you run out of mana before Summon Skeleton is triggered before you reach that point. Forbidden Rite always triggers first because the damage you take from Heartbound Loop is not sufficient to trigger your level 21 setups. Thus is does not need to be socketed in the helmet and can be safely socketed in the boots instead. If you socket Summon Skeletons in the helmet, it will be triggered before Creeping Frost and Ice Spear in your body armour. Other than that, are you playing with Lockstep? I have read some reports of the CwDT setups skipping ticks in Predictive mode. |

I'm not familiar with your specific build, but I am figuring out a Heartbound Loop setup as I go along.
The first thing you need is to make sure your cooldowns sync up within the same server tic. It sounds like you're at the sweet spot of .198 seconds (98% reduced duration * 51-58% less duration, can also be achieved by 99% reduced duration and 10% less duration Mastery). Cooldown recovery is 27-51%. Gem trigger order does not matter, but mana sustain is. With all my triggers I have to weapon swap with Spectral Spirits multiple times (25% reduced mana and 10% recoup). Using a Phantasmal Sigil of Power can help initiate the sequence. Even on You can use a level 1 FR to save mana as well. Just curious, what how much Omnipresence are you getting on the high end? I built my build around Ashes of the Stars, but I'm curious where I'd be had I gone with the other amulet. The overall build is too different to compare much otherwise. I'm hoping with a bit more testing I can release a tentative guide by the end of the league. There isn't much point this late in to make anything too detailed knowing both amulets will likely be heavily nerfed in 3.18. |

@Aldones I think mana sustain is the issue. The POB link I posted initially didn't have enough HP either, which I have since fixed. Now I am 99% certain its a mana sustain issue.

By fixing hp, I assume that was the ring I saw you wearing earlier but not now. You can craft recoup mana if you have an open suffix. Abyss jewels can also get recoup mana.

An additional recoup craft will not make a big difference, since the recouped amount already exceeds the cost. The issue is how long the recoup takes before it runs smoothly.
A few additional weapon swaps might help, or possibly even staying with the swapped weapons while you wait for the loop to charge up your recouped mana without triggering the setup in your weapon. One thing you could do to get smoother charge-up for your mana sustain would be getting the 18% reduced mana cost if you have been hit recently enchantment. Considering the tremendous amount of recouped life you get, 2% regeneration make little difference anyway. That should have a lower opportunity cost than actually pathing to Dreamer and the mana mastery for reduced cost. |

" I think that in your case, the cause might be The Agnostic. Because your ward is a little on the low side, Forbidden Rite removes some life when it damages you, which is recovered by sacrificing mana because the recovery rate of your recouped life is not high enough yet. And because the recouped mana is not high enough yet to cover that either, what results is that you have insufficient mana to trigger the spells needed to keep the loop going. You could try starting your loop without Forbidden Rite to keep it going for a while so that your recouped life and mana reach decent values and can recover you quickly enough that you do not lack the mana to keep the loop going. Once the loop runs smoothly you can probably even additionally maintain RF without issues. |
