How to get Dannig in my hideout?

So I haven't played in a while and I'm missing him in my hideout(also missing The Last to Die), afaik you need to 'encounter' them first, but I'm not encountering them. I've ran a bunch of maps and he is not appearing.

Anyone know how to find them?

the last to die is tied to scourge league which did not go core, so you will not encounter that NPC.

just keep running maps with expeditions and you will eventually run into Dannig, he is the least likely to spawn.
