Quality of a belt

Hi.

I have Darkness Enthroned Stygian Vise with "Enemies blinded by you have 30% reduced critical strike chance".

Two quesions:

1) Does increasing quality of that belt with catalysts affect jewels in sockets?

2) Can I boost crit reduction vs. blinded enemies with some catalyst?

quality will not affect the jewels.

IF that mod has a specific tag (attack, defense), it could possibly be increased by the appropriate catalyst. but i doubt it has a tag for catalysts.

the modifier he is talking about is not from a jewel, its a belt enchant.

belt enchants are not modified by catalysts, nor are socketed jewels.

Not what I wanted to hear but thanks for clarification ;)
