Blood Rage triggering despite Dex requirement not met

The level 1 Blood Rage triggered by the Bow mod "15% Chance to Trigger Level 1 Blood Rage when you kill an Enemy" is not respecting the requirements for Blood Rage Level 1, which according to the Wiki is 41 Dexterity.

As I'm using Omniscience, my Dex is only 32, yet Blood Rage still triggers.

Skills granted by items have no attribute requirements.
And attribute requirements is satisfied by % of Omniscience

Omniscience and stats are not the same thing, and are actively treated as different by other mechanics, so this is not true.

Also, is that true for other (procced) skills granted by items?

Skills don't have requirements by themself. It's gems and items which are sources of skills have requirements.

Regarding to the Omniscience part, I believe you use other skills, high-level ones. You cover their (their gems) attribute requirements via Omniscience, right? And your 32 Dexterity doesn't stop you from using them. So yes Omniscience is not an attribute but why does it matter, the point is it allows you to meet attribute requirements without having attributes.

Omniscience only covers the requirements to *use* an item. The stat requirement is converted to a certain Omniscience level. If any other mechanic directly utilizes a stat, you miss out if you are running Omniscience as all the stats are locked at their default levels - the secondary benefits of the stats for example (accuracy from Dex is a big one on bow builds which you must find other ways of procuring).

If you ever run an Omniscience build, you will soon discover other limitations from having such low stats. It's the (reasonable) downside of the mechanic.

My thinking is that if we are penalized by the low stats, we should be able to utilize where a mechanic is affected in our favour by low stat levels as well.
